Rating Comments: Prior to being elected to the RM of St. Clement's Municipal Council, Mr. Horbas sought office in 2016 Manitoba Provincial Election; however, in January 2016, the Manitoba PC Party terminated Mr. Horbas' candidacy. At the time, the Party issued a statement on its website saying that "The candidate selection committee is satisfied that this candidacy has become — and would continue to be — seriously problematic and not in the best interests of the party", citing "ongoing shortcomings" in his performance and level of campaign involvement. CLC’s 2016 Manitoba election survey was not sent because we could not find any contact information for the candidate at the time.
