Councillor Neethan Shan
Toronto, ON
Electoral District: Ward 25 - Scarborough-Rouge Park
Bio
CLC rating: Position unknown
Rating Comments: In September 2025, Neethan Shan won the Toronto City Council by-election in Ward 25, filling the vacancy left by Jennifer McKelvie, who successfully ran as a Liberal Party of Canada candidate in the 2025 federal election.
Previously, Shan won the February 2017 by-election in this riding to fill the vacancy left by former Councillor Raymond Cho, who left his Council seat after being elected in September 2016 as the Ontario MPP for the riding. Shan was president of the Ontario NDP from 2012 to 2014, which is unsettling, since the NDP is notorious for its pro-abortion policies and for spearheading anti-family legislation.

| Question | Response |
|---|---|
| Organizations like Planned Parenthood (PP) routinely counsel women to have abortions, and increasingly, are involved in dispensing the chemical abortion pill. Given that abortion is a controversial practice that many taxpayers in your municipality find abhorrent, do you agree that PP and similar “sexual health agencies" should not receive taxpayer funds through the municipality? | survey not yet sent |
| There has been a move in some municipal jurisdictions to pass bylaws which establish censorship zones, also called “bubble zones”, around abortion facilities. These unconstitutional censorship zones make it illegal to express peaceful pro-life speech, including silent prayer, on taxpayer-owned public sidewalks within the vicinity of abortion facilities and pharmacies which dispense abortion pills. If elected, would you vote to oppose such a censorship bylaw, if it were ever proposed? | survey not yet sent |
| Do you acknowledge that human life begins at conception (fertilization)? | survey not yet sent |
| Do you consider yourself pro-life or pro-choice? | survey not yet sent |
