CLC rating: Pro-LGBT ideology, Anti-free speech, Unknown on abortion
Rating Comments: On June 4, 2023, in an official mayoral X (Twitter) post, Mayor Gillingham enthused about the large crowds celebrating homoerotic and transsexual behaviour at Winnipeg's LGBT Pride parade (see Video tab).

On September 16, 2025, Mayor Scott Gillingham supported a motion in committee proposing the creation of anti-free speech bubble zones in the City of Winnipeg, extending for 100 meters around facilities such as schools, hospitals, places of worship, and community and cultural centres. By implication, the bubble zones' curtailment of the Charter rights of Canadians to free expression and freedom of assembly would impact protests against abortion and LGBT indoctrination.

No response to CLC's 2022 municipal election survey, therefore position on life-and-family issues is unknown.

Here are the answers for the questionnaire as provided by Scott Gillingham on Jul. 28, 2022.

Question Response
Organizations like Planned Parenthood (PP) routinely counsel women to have abortions. Given that abortion is a controversial practice that many taxpayers in your municipality find abhorrent, do you agree that PP and similar “sexual health agencies" should not receive taxpayer funds through the municipality? no response
Do you acknowledge that human life begins at conception (fertilization)? no response
Do you consider yourself pro-life or pro-choice? no response
There has been a move in some municipal jurisdictions to pass bylaws which establish censorship zones, also called “bubble zones”, around abortion facilities. These unconstitutional censorship zones make it illegal to express peaceful pro-life speech, including silent prayer, on taxpayer-owned public sidewalks within the vicinity of abortion facilities and pharmacies which dispense abortion pills. If elected, would you vote to oppose such a censorship bylaw? no response
