Rating Comments: In total defiance of Catholic moral teaching, he voted to support OECTA's participation in the homosexual-activist, gay pride parade. This action by the supposedly "Catholic" teachers union represented a terrible counter-witness to Catholic teaching. During the 2006 municipal elections, Manuel refused to answer a questionnaire from a local pro-family group that asked: "Do you agree that marriage should be defined solely as the life-long union of one man and one woman to the exclusion of all others?" He also refused to answer the question, "As a Catholic school trustee, will you oppose textbooks and curriculum that normalizes homosexuality or portrays homosexual family models?" Did not respond to 2010 questionnaire.
